Of course there is no proposed law for having gendered collars on dogs!
Remember that legally under the Control of Dogs Order 1992, all dogs must wear a collar and tag in public. The tags must have your name and address on (as your dog's owner).
If you don't have a collar and tags on your dog in public, you could face a fine of up to £5000.
Don't forget to microchip your dog, too, as this is also a legal requirement!
Exercise together
