PDSA response to the Veterinary Surgeons Act (VSA) consultation
20 March 2026
PDSA welcomes plans by Defra to reform the current Veterinary Surgeons Act. It is crucial that it is brought up to date, having been originally introduced in 1966.
It is important that any changes are given thorough and due consideration, considering the entire spectrum of veterinary care providers, including charity organisations and not just private practices.
We have added our contribution to the consultation, which includes welcoming some real positives, such as protecting the title of Veterinary Nurse, and raising some concerns.
Primarily, we are calling out new proposed measures that could unintentionally place additional financial or administrative burden on charities, such as increased fees for licensing, inability to self-indemnify, business regulations and potential governance options.
We hope to continue conversations with Defra to ensure that any new reforms will strengthen the profession, ultimately bringing better outcomes for pets and their people.
